A report on the juvenile justice system in Thailand. A new measure was implemented in 2003 in which the director of the Juvenile Training Centre could decide whether a young person could be discharged or not. Responsibility for reparing harm was placed with the offenders, and a plan for their reparation was prepared at a Family and Group Conferencing. If the director thought that the young person was likely to change their behaviour and become a 'good person' without prosecution, they could be released. Out of 3,566 young people who were released, only 60 re-offended
